About the District Health Board

About the Board

The Board of Counties Manukau DHB (DHB Board) comprises 11 members.  Each DHB has seven elected members for a three year term and up to four members are appointed by the Minister of Health (MoH).  

Local body elections for the current DHB Board members took place on 9 October 2010.

The Minister of Health has reappointed Prof. Gregor Coster as the Chairman.

The Terms of Reference (TOR) of the Board is as per Part 3 of the New Zealand Public Health and Disability Act 2000 that pertains to all District Health Boards.

Board Committees

The Board has established a number of committees.  The following three are required by legislation:

Community & Public Health Advisory Committee (CPHAC)
Hospital Advisory Committee (HAC)
Disability Support Advisory Committee (DiSAC) / Regional (DiSAC)

In addition, the Board has established five other committees:

The following three committees are not public meetings and therefore no meeting schedules, agendas or minutes are published:

  • Audit, Risk & Finance Committee (ARF)

  • Facilities Management & Planning Committee (FMP)

  • Remuneration and Appointments Committee (RAC)

Governance Practices

CMDHB has established governance practices to ensure effectiveness, efficiency, safety and quality. These include:

  • addressing the Board's relationship with Iwi through the Memorandum of Understanding signed in October 2001 with Manawhenua I Tamaki Makaurau.  During 2005/06 key projects agreed in the signing of a strategic relationship agreement will be actioned, including a review of the Memorandum of Understanding;
     

  • as well as quarterly meetings with the Board or representatives thereof, Manawhenua provide guidance on tikanga issues pertaining to the organisation, including facilities development, service implementation and interaction with Māori communities;
     

  • appropriate training in Māori issues provided to Board members, in accordance with the NZ Public Health and Disability Act.

Board Committee Membership

There are two Manawhenua representatives on each statutory Board Committee.

There is at least one representative from the Pacific Health Advisory Committee (PHAC) on the Community & Public Health Advisory Committee (CPHAC) and the Disability Support Advisory Committee (DiSAC).

Regional Disability Support Advisory Committee (DiSAC)

The Regional DiSAC forum (a 2002 initiative of the Metro Auckland DiSACs) are held quarterly, and convened and coordinated by the Northern DHB Support Agency (NDSA). DiSAC members from the four northern region DHBs attend. The forums promote a regionally consistent approach to the implementation of the NZ Disability Strategy through regular dialogue between the local DiSACs and linkages with the Disability Directorate of the Ministry of Health.
